The reforms are for a system where around one in three agreed sales fail to complete, costing an estimated \u00a3400 million a year and the wider economy up to \u00a31.5 billion. Ministers also want to substantially reduce the current average time from sale agreed to completion, which is currently around 170 days.<\/p>\n
There are two main aspects to the reforms: upfront information and earlier commitment from buyers and sellers.<\/p>\n
The first part of those reforms is the introduction of mandatory sales packs. Sellers and estate agents will be required to provide key information when a property is first listed, rather than waiting until an offer has been accepted.<\/p>\n
The packs are expected to include a property condition report, searches, leasehold costs, tenure details and chain status, reducing the risk of significant issues emerging late in the transaction process. The Government believes this will reduce delays caused by missing information and allow buyers to make more informed decisions before committing time and money to a purchase.<\/p>\n
This will, in turn, support the second major reform: earlier binding agreements. By providing buyers with more information before an offer is made, ministers believe transactions can become legally committed much earlier than under the current system.<\/p>\n
At present, buyers and sellers can walk away from a deal until contracts are exchanged, often months after an offer has been accepted. The Government wants to create earlier commitments between both parties, reducing the risk of transactions collapsing after buyers and sellers have already invested considerable time and money.<\/p>\n
If successful, the move could help tackle one of the most persistent frustrations in the housing market: deals falling through shortly before completion.<\/p>\n
To make the process faster and more efficient, ministers also plan wider use of digital property logbooks, electronic signatures and digital identity checks. In addition, property information will be shared through standardised digital systems rather than repeatedly being requested by different parties throughout the transaction.<\/p>\n
The reforms also aim to raise professional standards in the sector. A new code of practice for estate agents will set out consistent expectations for how agents gather, explain and manage property information, while a consultation on mandatory qualifications will examine whether agents should meet minimum professional standards before advising buyers and sellers.<\/p>\n
For investors, the reforms are ultimately about reducing uncertainty. Failed purchases can tie up capital for months, generate survey and legal costs and disrupt acquisition plans. Earlier access to property information and greater certainty over whether a transaction will complete could help reduce those risks.<\/p>\n
Making transactions easier and faster could also improve liquidity across the housing market, helping investors acquire and dispose of assets more efficiently while deploying capital more quickly.<\/p>\n
The reforms will be introduced gradually over the remainder of the Parliament, with legislation covering sales packs, binding agreements and digital systems expected before the end of the current parliamentary term.<\/p>\n","protected":false},"excerpt":{"rendered":"
