Manchester City Council has launched a public consultation on major new plans to transform one of the city centre\u2019s last large undeveloped sites into a new residential-led district centred around a substantial urban park and hundreds of new homes.<\/h2>\n

The updated Strategic Regeneration Framework (SRF) for the Water Street area significantly expands the ambition of the original 2017 vision, with the council now positioning the site as a major new neighbourhood linking Castlefield, St John\u2019s and the wider western edge of the city centre.<\/p>\n

Bounded by Trinity Way, the River Medlock and railway viaducts close to Aviva Studios and the Science and Industry Museum, the 3.7-hectare site is proposed as a mixed-tenure neighbourhood with \u201caffordable homes strongly represented\u201d, alongside retail, hospitality and leisure uses.<\/p>\n

Substantial new public park<\/h2>\n

At the heart of the plans is a substantial new public park running alongside the River Medlock, with Manchester Council suggesting the green space could approach the scale of phase one of Mayfield Park. Around half the site would be dedicated to public realm, landscape and pedestrian routes.<\/p>\n

The council says the revised framework aims to \u201cunlock the site\u2019s potential as a new city centre residential-led neighbourhood, defined by a generous public park, activated streets and greatly improved connectivity across an historically severed part of the city\u201d.<\/p>\n

The plans also propose taller residential buildings along the northern and western edges of the site, creating what the SRF describes as a \u201cgateway identity\u201d while freeing up land for public space and shielding the park from the Inner Ring Road.<\/p>\n

Regeneration pipeline shifting west<\/h2>\n

Manchester\u2019s regeneration pipeline has increasingly shifted westwards in recent years, with Water Street located between major schemes including Trinity Islands, Great Jackson Street and the expanding St John\u2019s district anchored by Aviva Studios.<\/p>\n

The framework describes the site as \u201ca hinge between several major regeneration areas\u201d and part of the city\u2019s wider push towards high-density residential neighbourhoods supported by green infrastructure and active travel routes.<\/p>\n

A major focus of the proposals is repairing what the council describes as \u201clong-standing urban severance\u201d caused by infrastructure, including the railway viaducts and the Inner Ring Road.<\/p>\n

The plans include new east-west and north-south walking and cycling routes, potential links to the Castlefield Viaduct and new uses for currently blocked or underused railway arches. The council says these could support smaller-scale retail, hospitality and cultural uses linked to nearby destinations, including the Science and Industry Museum and Aviva Studios.<\/p>\n

Underused part of the city centre<\/h2>\n

Cllr Bev Craig said: \u201cMany people may not know this underused part of our city centre, but we have an ambitious vision to create a brand-new urban park that will celebrate the canal running through the site, alongside hundreds of homes \u2013 including lots of affordable housing.\u201d<\/p>\n

She added: \u201cThere\u2019s huge potential here. An inclusive new neighbourhood that will improve access to green space in this part of Manchester, creating a tranquil space in the heart of our city \u2013 a place Mancunians can be proud of.\u201d<\/p>\n

According to Craig, the consultation will help shape how the area develops. She adds: \u201cThis is a chance to give your ideas about how we can meet the potential of this new neighbourhood \u2013 so let us know what you think.\u201d<\/p>\n

The SRF stresses that all proposed building heights and massing remain illustrative and would still be subject to detailed planning assessment, particularly given the site\u2019s position within the Castlefield Conservation Area and close to several heritage assets.<\/p>\n

The consultation<\/a> runs until 25 May 2026.<\/p>\n
