{"id":2314,"date":"2017-02-10T07:00:17","date_gmt":"2017-02-10T07:00:17","guid":{"rendered":"https:\/\/www.buyassociation.co.uk\/?p=2314"},"modified":"2023-09-27T12:28:13","modified_gmt":"2023-09-27T11:28:13","slug":"action-now-needed-fix-broken-housing-sector","status":"publish","type":"post","link":"https:\/\/www.buyassociationgroup.com\/en-gb\/news\/action-now-needed-fix-broken-housing-sector\/","title":{"rendered":"Action now needed to fix &#8216;broken&#8217; housing sector"},"content":{"rendered":"<p><strong>The latest government proposals for the future of the housing sector have been praised as \u2018bold and brave\u2019 by industry leaders, though they warn that action is now needed to follow through and fix the \u2018broken\u2019 sector.<\/strong><\/p>\n<p>The new strategy for England, unveiled in a <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/02\/07\/britains-housing-white-paper-revealed-explained\/\" target=\"\" rel=\"noopener\">Housing White Paper<\/a> on Tuesday 7 February, provides councils with powers to pressurise developers to start building on land they own.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"ycCMVKEC3I\"><p><a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/02\/08\/10-things-sajid-javids-housing-white-paper-actually-told-us\/\">10 Things Sajid Javid\u2019s Housing White Paper Has Actually Told Us<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;10 Things Sajid Javid\u2019s Housing White Paper Has Actually Told Us&#8221; &#8212; BuyAssociation Group\" src=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/02\/08\/10-things-sajid-javids-housing-white-paper-actually-told-us\/embed\/#?secret=tbqKSGx0G5#?secret=ycCMVKEC3I\" data-secret=\"ycCMVKEC3I\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>Ministers have also promised to make renting more \u201cfamily friendly\u201d with longer tenancies.<\/p>\n<p>The government says <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/01\/24\/uk-property-174000-new-homes-year-everything-england-needs\/\" target=\"\" rel=\"noopener\">at least 250,000 new homes are needed each year<\/a> and developers need to \u201cget real\u201d to the scale of the challenge.<\/p>\n<p><strong>Sajid Javid, Secretary of State for Communities and Local Government, set out the measures, including:<\/strong><\/p>\n<ul>\n<li>Forcing councils to produce an up-to-date plan for housing demand<\/li>\n<li>Expecting developers to avoid \u201clow-density\u201d housing where land availability is short<\/li>\n<li>Reducing the time allowed between planning permission and the start of building from three to two years<\/li>\n<li>Using a \u00a33billion fund to help smaller building firms challenge major developers, including support for off-site construction, where parts of buildings are assembled in a factory<\/li>\n<li>A \u201clifetime ISA\u201d to help first-time buyers save for a deposit<\/li>\n<li>Maintaining protection for the green belt, which can only be built on \u201cin exceptional circumstances\u201d<\/li>\n<li>Introducing banning orders \u201cto remove the worst landlords or agents from operating\u201d<\/li>\n<li>Starter homes, championed by former Prime Minister David Cameron, will be aimed at households with combined incomes of less than \u00a380,000, or \u00a390,000 in London<\/li>\n<\/ul>\n<p>But there will be a change in focus from starter homes to \u201ca wider range of affordable housing\u201d.<\/p>\n<p>Mr Javid says, \u201cWith prices continuing to skyrocket, if we don\u2019t act now, <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/01\/10\/generation-rent-number-homeowners-aged-25-halved\/\" target=\"\" rel=\"noopener\">a whole generation could be left behind<\/a>. We need to do better, and that means tackling the failures at every point in the system.<\/p>\n<blockquote><p>\u201cThe housing market in this country is broken and the solution means building many more houses in the places that people want to live.\u201d<\/p><\/blockquote>\n<p>At the same time, the British Property Federation and Savills have launched a new report \u2018Unlocking the Benefits and Potential of Build to Rent\u2019, which for the first time seeks to understand the sector\u2019s progress, potential and policy recommendations to support its growth.<\/p>\n<p>The evidence gathered in this report shows that on large urban sites, well connected to employment markets, <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2016\/12\/12\/property-investors-ready-get-build-rent-sector-big-time\/\" target=\"\" rel=\"noopener\">Build-to-Rent can accelerate house building three-fold<\/a>.<\/p>\n<p>If this can be achieved on, for example, just one fifth of the large sites that are currently being built out, that equates to additional delivery of 6%.<\/p>\n<p>Relative to the 164,000 new homes completed in England in 2015\/16, this is around an additional 10,000 homes per annum. Together with the level of supply expected to be completed over the next three years, this would equate to circa <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2016\/11\/14\/buy-let-turns-give-build-rent-chance\/\" target=\"\" rel=\"noopener\">15,000 Build-to-Rent homes per annum<\/a>. This would result in a total of 240,000 homes being built by 2030.<\/p>\n<p>Also in the news, Association of Residential Letting Agents (ARLA) and National Association of Estate Agents (NAEA) are today moving into a new era, altering their emphasis from industry facing licensing to consumer protection with the launch of Propertymark.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"xDb31SpXrr\"><p><a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2016\/11\/29\/britains-build-rent-explosion\/\">Britain\u2019s build-to-rent explosion<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Britain\u2019s build-to-rent explosion&#8221; &#8212; BuyAssociation Group\" src=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2016\/11\/29\/britains-build-rent-explosion\/embed\/#?secret=6mLZ1cD19c#?secret=xDb31SpXrr\" data-secret=\"xDb31SpXrr\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>David Cox, ARLA Propertymark Chief Executive, and Mark Hayward, NAEA Propertymark Chief Executive, said: \u201cHaving a home is the most important issue for consumers and our members are there to protect and guide people with their property transactions. At present customers don\u2019t know where to go for advice or can\u2019t be sure if they are dealing with a professional. We are changing this. We will reach out to customers directly so they recognise Propertymark and understand that by using a Propertymark Protected agent they and their money are safe.&#8221;<\/p>\n<blockquote><p>\u201cPropertymark is a stamp of approval for consumers when they seek professional property expertise in buying, selling, renting, leasing, or valuing a property.
