{"id":20061,"date":"2018-08-13T15:30:36","date_gmt":"2018-08-13T14:30:36","guid":{"rendered":"https:\/\/www.buyassociation.co.uk\/?p=20061"},"modified":"2018-08-13T15:30:36","modified_gmt":"2018-08-13T14:30:36","slug":"boris-johnson-calls-for-stamp-duty-cuts-to-kick-start-uk-housing-market","status":"publish","type":"post","link":"https:\/\/www.buyassociationgroup.com\/en-au\/news\/boris-johnson-calls-for-stamp-duty-cuts-to-kick-start-uk-housing-market\/","title":{"rendered":"Boris Johnson calls for stamp duty cuts to kick-start UK housing market"},"content":{"rendered":"<p><strong>Former foreign secretary Boris Johnson has said that &#8220;absurdly high&#8221; stamp duty rates are restricting the country&#8217;s property sector, while builders banking land is pushing house prices up.<\/strong><\/p>\n<p>Despite recent figures showing the the number of <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/06\/13\/first-time-buyers-flood-the-market-while-more-homeowners-stay-put\/\">first-time buyers<\/a> has shot up since last year&#8217;s stamp duty changes, which took effect after the <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/11\/22\/autumn-budget-2017-outcome-uk-housing-market\/\">Autumn Budget<\/a>,\u00a0Boris Johnson has claimed the tax should be scrapped to get more people onto the housing ladder.<\/p>\n<p>In comments in his <em>Telegraph<\/em> column, the politician attacked the country&#8217;s current <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/08\/01\/housing-reform-homeowners-and-tenants-want-things-to-change\/\">homeownership<\/a> levels, which have been depleting for the past <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/07\/13\/proportion-of-uk-renters-has-doubled-in-20-years-and-heres-why\/\">couple of decades<\/a> in favour of rented accommodation, particularly among 25-34-year-olds.<\/p>\n<h4>Losing homeowners<\/h4>\n<p>&#8220;It is not just that things were so much easier 30 years ago, when I left university and went looking for a flat,&#8221; said Johnson.<\/p>\n<blockquote><p>&#8220;It was only TEN years ago, for heaven\u2019s sake, that the proportion of owner-occupiers among 25-34-year-olds was still up at 64%. That figure has now plummeted to 39% \u2013 more than half the <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/04\/05\/young-professionals-ducking-homeownership-as-over-50s-dominate-market\/\">key generation<\/a> shut out of the housing market.&#8221;<\/p><\/blockquote>\n<p>&#8220;This is meant to be Britain, the great homeowning democracy, but we now have lower rates of owner-occupation, for the under-40s, than France and <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/04\/18\/german-style-tenancies-benefit-millennials-never-own-homes\/\">Germany<\/a>.&#8221;<\/p>\n<p>Johnson believes stamp duty is to blame for &#8220;freezing whole chains of purchases&#8221;, with even existing homeowners who want to <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/05\/08\/downsizers-release-110k-and-reinvest-in-booming-uk-property-markets\/\">downsize<\/a> being put off trading in their properties for smaller ones because of the high cost of stamp duty that must be paid.<\/p>\n<h4>Build more homes<\/h4>\n<p>Current rates in England mean that stamp duty is paid on any home costing more than \u00a3125,000 &#8211; with the exception of the new rules for first-time buyers &#8211; and with average property prices in the UK now at \u00a3230,280 <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/08\/09\/banks-latest-house-price-figures-put-value-80000-below-asking-price\/\">according to Halifax<\/a>, this means most buyers pay the tax.<\/p>\n<p>Last week, <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/08\/08\/second-stamp-duty-hike-landlords-where-did-rumours-come-from\/\">controversial rumours surfaced<\/a> that the government might even consider increasing stamp duty rates further for second homeowners and landlords as a way of curbing house price rises, which was met by strong opposition from many across the industry &#8211; although the rumours appear unsubstantiated.<\/p>\n<p>Meanwhile, another housing issue that came under fire from Johnson was <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/08\/07\/building-on-green-belt-not-providing-enough-affordable-homes\/\">affordable housing<\/a> quotas, as he believes they actually prevent new homes from being built as builders and <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/06\/08\/housing-shortage-encourages-developers-to-look-further-afield\/\">developers<\/a> are unable to reach the minimum quota in some cases &#8211; keeping the country further from its 300,000 new homes a year target. He also accused property developers of <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/11\/30\/money-for-nothing-landowners-making-millions-in-housing-shortage\/\">landbanking<\/a> and\u00a0keeping housing costs high, adding: &#8220;They have the land, they plainly have the cash, and it is time they used both to build the homes the country needs &#8211; and not wall up cats while they are at it.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Former foreign secretary Boris Johnson has said that &#8220;absurdly high&#8221; stamp duty rates are restricting the country&#8217;s property sector, while builders banking land is pushing house prices up.
