This month,\u00a0Prime Minister Theresa May\u00a0announced\u00a0some bold\u00a0changes to the National Planning Policy Framework (NPPF), indicating that house builders could be made to commit funding to local infrastructure to include new and improved transport systems.\u00a0\u00a0<\/strong><\/p>\n

Theresa May\u2019s speech following a\u00a0new study\u00a0that coincided\u00a0with the\u202fRoyal Town Planning Institute\u2019s (RTPI’s) response to the National Planning Policy Framework consultation,\u00a0highlighting that developments located in badly chosen sites<\/a> could have a negative impact on an area\u2019s\u00a0economic, social and environmental\u00a0performance.\u00a0\u00a0\u00a0\u00a0<\/span><\/p>\n

Local authorities made accountable by government<\/b>\u00a0<\/span><\/p>\n

May\u00a0stated\u00a0that housing developers<\/a> would be held accountable by local authorities. The aim being to ensure that contribution reforms for\u00a0developers\u00a0and other changes to the\u00a0NPPF\u00a0would\u00a0allow for the \u201cright infrastructure\u201d to be developed\u00a0to support new housing\u00a0and residents\u2019 needs.\u00a0<\/span><\/p>\n

In her speech,\u00a0May said: “When people oppose large-scale development<\/a> in their area, it\u2019s often because they are concerned that their town or\u00a0village simply won\u2019t be able to bear the weight of hundreds of new arrivals. They\u00a0need to\u00a0know that any new homes will be accompanied by appropriate new facilities and infrastructure. Under our new planning rules, that\u2019s exactly what will happen.”<\/p>\n

Planners need a solid\u00a0<\/b>policy\u00a0<\/b>framework to maximise housing\u2019s accessibility to transport hubs\u00a0<\/b>\u00a0<\/span><\/p>\n

The\u202fLocation of Development study\u202festablished that between 2015 and 2017,\u00a051% of new housing\u00a0that was granted planning permission<\/a> was located more than 2km from railway stations<\/a>.<\/p>\n

Victoria Hills, CEO of\u00a0RTPI,\u00a0said: “The\u00a0NPPF\u00a0gives us the opportunity to ensure that planners have a sound policy framework which encourages transport orientated development. The funding and\u00a0delivery of infrastructure should be targeted to maximise potential for sustainable development close to train stations and public transport hubs<\/a>. Our research on where housing development is actually being permitted shows that current policies do not go far enough to underpin the need to deliver housing in the most sustainable places.\u00a0We call on the government to tighten up this aspect of the\u00a0NPPF.”<\/p>\n","protected":false},"excerpt":{"rendered":"
