{"id":12738,"date":"2018-03-06T10:15:34","date_gmt":"2018-03-06T10:15:34","guid":{"rendered":"https:\/\/www.buyassociation.co.uk\/?p=12738"},"modified":"2018-03-06T10:15:34","modified_gmt":"2018-03-06T10:15:34","slug":"theresa-may-targets-developers-planning-rules-housing-speech","status":"publish","type":"post","link":"https:\/\/www.buyassociationgroup.com\/en-au\/news\/theresa-may-targets-developers-planning-rules-housing-speech\/","title":{"rendered":"Theresa May targets developers and planning rules in housing speech"},"content":{"rendered":"<p><strong>The Prime Minister has promised that she will &#8220;not rule out any options&#8221; in shaping up the UK&#8217;s housing market, with proposed measures aimed at cracking down on land-hogging developers, enabling more upwards building in town centres and creating more affordable homes.<\/strong><\/p>\n<p>In east London yesterday, Theresa May outlined the government&#8217;s plans to tackle the country&#8217;s <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/11\/22\/autumn-budget-2017-outcome-uk-housing-market\/\">housing market<\/a>. The measures set forth include setting a 10% minimum of affordable homes on major building sites; builders becoming more open about <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/01\/24\/definition-affordable-housing-depends-who-you-ask\/\">affordable housing<\/a> commitments at the <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/04\/19\/planning-permission-peaks-england-approvals-easier\/\">planning stage<\/a>; councils revealing their area&#8217;s housing needs using a new nationwide standard; infrastructure to be considered at pre-planning stage; and protection of ancient woodland and aged trees.<\/p>\n<p>These were the key points among 80 proposals that will be implemented after an overhaul of the National Planning Policy Framwork, while later this year a review will give homeowners the automatic right to <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/09\/london-manchester-see-new-generation-townhouses\/\">extend their homes upwards<\/a> in order to create more space, as well as raising restrictions on building houses on agricultural land.<\/p>\n<h4>Wealth gap<\/h4>\n<p>Addressing the growing divisions between those with <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/12\/how-families-can-help-their-offspring-get-onto-property-ladder\/\">wealthy parents<\/a> who can afford to buy, and those from poorer backgrounds who may never get onto the property ladder, May said:<\/p>\n<blockquote><p>&#8220;The result is a vicious circle from which most people can only escape with help from the bank of mum and dad.&#8221;<\/p><\/blockquote>\n<p>&#8220;Talking to voters during last year&#8217;s election campaign, it was clear that many people, particularly younger people, are angry about this. Angry that, regardless of <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/11\/16\/millennials-sandwich-habits-not-to-blame-for-housing-system\/\">how hard they work<\/a>, they won&#8217;t be able to buy a place of their own. Angry when they&#8217;re forced to hand more and more of their wages to a landlord to whom their home is simply a business asset. They&#8217;re right to be angry.&#8221;<\/p>\n<h4>Planning problems<\/h4>\n<p>News emerged recently that there were currently <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/03\/01\/red-light-planning-applications-red-light-new-builds\/\">423,000 homes<\/a> across the country that had been granted planning permission but were yet to be built, and May wants to <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/05\/10\/make-housing-a-human-right-says-manchester-mayor-andy-burnham\/\">give councils more powers<\/a> to tackle this issue to prevent developers from &#8220;land hoarding&#8221;.<\/p>\n<p>She said: &#8220;I want to see planning permissions going to people who are actually going to <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/26\/northern-powerhouse-gets-8-9m-investment-boost-housing\/\">build houses<\/a>, not just sit on land and <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2017\/11\/30\/money-for-nothing-landowners-making-millions-in-housing-shortage\/\">watch its value rise<\/a>.\u00a0I expect developers to do their duty to Britain and build the homes our country needs.&#8221;<\/p>\n<p>The views were echoed by Local Government Association chair Lord Porter, who said: &#8220;No-one can live in a planning permission.&#8221;<\/p>\n<blockquote><p>&#8220;Developers need to get on with building affordable homes with the needed infrastructure and councils need greater powers to act where housebuilding has stalled.&#8221;<\/p><\/blockquote>\n<h4>Shops into homes<\/h4>\n<p>Retail units and high street shops that have been closed down could also be more easily <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/01\/23\/case-for-against-conversions-ease-housing-crisis\/\">converted<\/a> into homes, according to the Prime Minister. Although May wants to continue protecting the country&#8217;s high streets, she acknowledged that people&#8217;s shopping habits are changing and more retail business than ever is done online &#8211; and with shops sitting unoccupied, regenerating them and turning them into homes could provide <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/01\/05\/beat-boom-why-preston-next-investment-hotspot\/\">big benefits<\/a> to some areas.<br \/>\n[crb_image link=&#8221;https:\/\/www.buyassociationgroup.com\/en-gb\/advice\/property-investment-starter-course\/&#8221; image=&#8221;https:\/\/cdn2.hubspot.net\/hubfs\/1717782\/Asset_Store\/WebCTA\/cta.jpg&#8221; align=&#8221;left&#8221;]<br \/>\nMay said: &#8220;One of the elements of the new planning rules we are setting out is to make it easier for shops to be turned into housing, if that&#8217;s appropriate, but also for development above retail units to take place.<\/p>\n<p>&#8220;Often, there&#8217;s a very good argument for having homes being developed in the centre of a town, accessible to shops, accessible to transport infrastructure as well.&#8221;<\/p>\n<p>Steven Way, a chartered building surveyor at Collier Stevens, believes the government needs to cast the net wider in order to tackle the biggest issues.<\/p>\n<p>&#8220;Truly alternative options such as <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/13\/unique-new-development-lets-buy-plot-build-home\/\">self-build<\/a> and community build projects need to be given greater exposure vis-\u00e0-vis other vital areas of debate including <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/19\/leasehold-properties-made-third-homes-sold-last-year\/\">leasehold vs freehold<\/a>; security of tenure and the importance of <a href=\"https:\/\/www.buyassociationgroup.com\/en-gb\/2018\/02\/28\/build-rent-sector-build-houses-cater-for-families\/\">build-to-rent<\/a> if the pressure currently placed on existing housing supply is to be eased,&#8221; he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Prime Minister has promised that she will &#8220;not rule out any options&#8221; in shaping up the UK&#8217;s housing market, with proposed measures aimed at cracking down on land-hogging developers, enabling more upwards building in town centres and creating more affordable homes.
